What do the five HR Implementation Levels mean?

Level 1 Reactive (firefighting), Level 2 Basic (depends on individuals), Level 3 Defined (documented and mostly followed), Level 4 Managed (consistent and measured) and Level 5 Strategic (a deliberate business advantage).

Is this an HR audit?
